How to participate in a Task

Definitions

  • A participant in a Task is the contracting party for a country or a sponsor (CP/Sponsor)
  • An organization participating in a Task is called Participating Organization (PO)
  • Each Task legal text shall include a clear description of the obligations for each participant and participating organization.

Procedure

  1. Organizations that want to participate in a Task send a letter or mail to the CP and the Task Manager in which they guarantee that they will fulfill the obligations in the legal text of the Task (a template is available).
  2. Each CP submits a document to the IETS secretariat, the Chair of IETS and the Task Manager at the start of a Task, containing a commitment to fulfill the obligations in the legal text, a list of POs and contact persons as well as which Subtask(s) they will join. A template for this is available.
  3. The IETS secretariat sends the list of participants in each Task to the IEA Legal Office.

Procedure when joining a running Task

  • If a CP wants to include additional organizations (POs) at a later stage, it shall submit a new document to the IETS secretariat. In this case, a discussion with the Task Manager and existing POs about allowing the new organization(s) and any specific obligations shall precede the submission.
  • If a CP wants to join the Task at a later stage, the procedure shall be the same as when a CP joins at the start with the difference that a discussion with the Task Manager and existing PO about allowing the new CP and any specific obligations shall precede the submission.
  • When a new Subtask starts, for which a new legal text is required, the same procedure and templates as mentioned above should be applied.
  • The IETS secretariat shall inform the IEA Legal Office about all changes of participants in each Task.
